JAKARTA, The Kabar News—President Prabowo Subianto has dismissed Listyo Sigit Prabowo as chief of the Presidential Staff Office (KSP), following his designation as a suspect in an investigation into alleged illegal wiretapping and unauthorized access to electronic systems.
State Secretary Prasetyo Hadi announced the decision at the Presidential Palace complex in Jakarta on Wednesday, Nov. 4. He said the president had signed a presidential decree formalizing Listyo’s removal.
The government appointed Presidential Secretariat head Lt. Gen. Ariyo Windutomo as acting KSP chief to maintain the office’s daily operations. The State Secretariat’s public announcement did not disclose the decree’s number. The official State Secretariat statement confirmed both the dismissal and Ariyo’s temporary appointment.
Listyo, who served as National Police chief from 2021 to 2026, had led the KSP for only about a month. President Prabowo appointed him on Oct. 1 under Presidential Decree No. 105/P/2026, according to an official presidential record.

Investigators are examining allegations of wiretapping without proper authorization, deletion of electronic evidence, and illegal access to a system for intercepting communications in law enforcement. The alleged targets included the president and other government or public figures.
Prasetyo said the government considered the allegations a potential threat to state interests and the safety of national leaders.
“We also believe that what was done may already fall into the category of conduct leading toward treason and could endanger state interests, including the safety of state leaders,” he said.
His statement represents the government’s preliminary assessment. Investigators and the courts must still determine the suspects’ actions, motives and criminal liability. Authorities have not announced a judicial finding that treason occurred.
Prasetyo said President Prabowo had directed the National Police chief to conduct the investigation professionally and objectively.

“The President has instructed the National Police chief to carry out the process properly under the applicable laws, as objectively as possible, without concealing anything,” he said.
Prasetyo also said police services must continue normally despite the investigation involving former and serving police officials. The government sought to distinguish the alleged actions of individuals from the institution’s lawful public-service and law-enforcement duties.
The President holds the authority to appoint and remove the KSP chief under the regulation governing the Presidential Staff Office. Therefore, Listyo’s dismissal constitutes an administrative decision intended to separate him from a strategic government position. Investigators will handle the case as a result.

However, suspect status does not establish guilt under Indonesian criminal procedure. Listyo and the other individuals implicated in the investigation retain the presumption of innocence. They remain presumed innocent until a court issues a final ruling.
The credibility of the investigation will depend on whether police disclose the applicable charges and protect the integrity of digital evidence. In addition, they must allow meaningful legal scrutiny.
Transparent reporting will also be essential because the case concerns alleged misuse of surveillance infrastructure. These allegations involve people connected to state institutions.
