Indonesia is to revise non-tax state (PNBP) revenue tariffs for the Law and Human Rights Ministry on Aug 1, 2026. The registration fee for a limited liability company (PT) with an authorized capital of more than Rp5 billion will be Rp5 million. This is an increase of Rp3.9 million. According to Government Regulation No. 30/2026, the company with lower capital will pay the current registration fees as stipulated in the regulation.

The new rates will greatly increase the registration fee for limited liability companies (PT) with higher authorized capital.
On July 2, President Prabowo Subianto issued Government Regulation No. 30/2026. The government announced the regulation on the same day, which will come into effect 30 days later.
The regulation changes the categories of regulated services and the tariffs in Government Regulation No. 45/2024. The regulatory text published said the revision was necessary to adjust to the new organizational structure of the Law and Human Rights Ministry. In addition, the government needs the revision to optimize PNBP collection and improve public legal services.
The largest jump was in the registration of a limited liability company (PT) with authorized capital of more than Rp 5 billion.
The government will increase the tariff from Rp1.1 million to Rp5 million per application—a rise of Rp3.9 million, or approximately 354.5 percent. Thus, the calculation said applicants would pay an estimated four-and-a-half times as much as the previous fee.
The regulation also created a new category for companies with authorized capital between Rp1 billion and Rp5 billion. The companies will pay Rp1.5 million for each application.
Registration fees for companies in the two lower capital brackets remain unchanged:
- Authorized capital of up to Rp25 million: Rp300,000
- More than Rp25 million and up to Rp1 billion: Rp600,000
Previously, the government charged companies with authorized capital above Rp1 billion a fee of Rp1.1 million. For an official comparison of tariffs, the rates applied by the Law and Human Rights Ministry are based on Government Regulation No. 45/2024. In fact, these tariffs have been confirmed.
The government will also raise the fee for registering amendments to articles of association without any change in the company name from Rp1 million to Rp1.1 million. Additionally, they will increase the fee for amendments involving a name change from Rp1.1 million to Rp1.2 million.
The government will charge Rp250,000 for notifications of amendments to articles of association and company data.
Under the old system, the charge would be Rp150,000, Rp200,000, or Rp250,000 depending on the amount of the authorized capital. This uniform rate, though, simplifies the structure but is pricier for the companies in the two lower capital brackets.
The Law and Human Rights Ministry’s regional offices have begun preparations for implementation. Officials from the ministry’s provincial offices attended the national briefing on the services of the general legal administration. Legislation and intellectual property directorates held the briefing on July 16.
“The implementation of the regulation will always be in accordance with professional, transparent, and digital services,” said an official of the Bengkulu’s Law and Human Rights Ministry as quoted by Antara.
Notaries and legal-service providers will also need to recalculate their costs before submitting applications on and after August 1.
