PUTUSSIBAU, thekabarnews.com—The Kapuas Hulu regency administration has withdrawn its temporary price guideline for Pertalite sold by roadside retailers after fuel deliveries to the inland regency showed signs of recovery.
Regent Fransiskus Diaan issued Circular No. 4451/2026 on Wednesday, Oct. 21, revoking Circular No. 3664/2026. The previous circular had urged retailers to sell Pertalite for no more than Rp15,000 (90 US cents) per liter.
“With the enactment of Circular No. 4451/2026, the Kapuas Hulu regent’s Circular No. 3664/2026 is officially revoked and declared no longer valid,” Fransiskus said.
The revocation applies to the local guideline for independent retailers. It does not alter the government-regulated price charged by authorized gas stations and fuel agents.

The administration introduced the earlier circular on Sept. 3 after extreme weather disrupted fuel deliveries to Kapuas Hulu. Residents had complained that some retailers were charging prices considered unreasonable during the shortage.
The regency’s official announcement described Rp15,000 per liter as a “reasonable maximum” and warned that a joint monitoring team would inspect retailers selling above that level.
The circular functioned as a local appeal and enforcement reference rather than a change to Indonesia’s nationally regulated Pertalite price.
In September, residents and local media reported retail prices of between Rp16,000 and Rp20,000 per liter. Some later reports placed the price as high as Rp25,000 during periods of severe scarcity.
Long lines also appeared at several gas stations. This prompted the local legislature to hold a public hearing on fuel distribution in early October.

Fransiskus said the administration decided to withdraw the guideline after reviewing information supplied by state-owned energy company Pertamina. Supplies to public gas stations and fuel agents (APMS) were now considered adequate across the regency, he said.
Pertamina’s deployment of additional tanker trucks also helped restore deliveries. The measure was particularly important for Kapuas Hulu. This is because long overland routes and difficult weather may hinder access to remote communities.
The local administration credited the joint fuel-monitoring team’s field operations with more orderly distribution. Officials inspected vehicle documents and Pertamina barcodes while watching for repeat purchases or modified fuel tanks. An official regency report said the inspections aimed to ensure subsidized fuel reached its intended consumers.
Revoking the circular does not end enforcement against unauthorized resale, diversion or other suspected violations. The regency said authorities would handle any such cases under existing national laws and fuel-distribution regulations.
The improved supply may support transport and commercial activity across Kapuas Hulu. However, the policy change does not guarantee that roadside prices will immediately decline. Continued monitoring will remain important, particularly for residents in remote areas who cannot easily reach authorized fuel outlets.
