Indonesia’s Corruption Eradication Commission (KPK) has rejected a report from Forestry Minister Raja Juli Antoni concerning a gift that Kuantan Singingi Regent Suhardiman Amby allegedly left in an envelope. The KPK says the matter is already under criminal investigation. Its handling is shifting from gratification administration to law-enforcement scrutiny under KPK rules.

KPK Deputy for Prevention and Monitoring Aminudin confirmed the decision on Friday, July 17.
“Correct, Raja Juli’s gratification report was rejected,” Aminudin said when contacted.
The KPK did not process the report through its administrative gratification mechanism. This is because investigators are already examining the alleged payment. It is now part of a corruption investigation in Kuantan Singingi, Riau.
Aminudin said the decision was based on KPK Regulation No. 1/2026, which amended the commission’s rules on reporting gratification.
“KPK Regulation No. 1/2026 on Gratification Reporting states that the KPK rejects a gratification report when the reported gratification has entered an inspectorate examination, inquiry or investigation by law-enforcement authorities,” he said.
More specifically, Article 14 of the regulation allows the KPK not to proceed with a gratification report when the matter is already under inquiry, investigation or prosecution. The KPK can stop processing a report when it reasonably suspects that the reported gift relates to a criminal offense. It can then forward the information to the relevant law-enforcement unit.
The KPK enacted the regulation on January 14, and the government promulgated it on January 20, 2026, according to the government’s official legislation database.
Raja Juli previously said Suhardiman left a sealed envelope inside a folder after an audience at the Forestry Ministry on June 2, 2026. The minister said he noticed it only after the regent had left. He instructed an aide to return it without opening it.
Raja Juli said his aide returned the envelope on June 12 after scheduling constraints delayed an earlier attempt. He subsequently reported his rejection of the alleged gratification to the KPK on July 3.
KPK investigators suspect the envelope contained Singapore dollars, although the commission has not disclosed or independently confirmed the amount. This conclusion is because Raja Juli’s aide returned the envelope to Suhardiman’s representatives, and the minister did not submit it with his report.
The allegation emerged from a wider investigation following a KPK sting operation in Kuantan Singingi and Jakarta on June 29. KPK officers initially detained 10 people.
On July 1, the KPK named Suhardiman, regional secretary Zulkarnain and PT Mitra Ideal Consultant president director Ardiles as suspects in an alleged bribery scheme. The case involves the appointment of Kuantan Singingi’s regional secretary.
Investigators are also examining allegations that Suhardiman collected money from 914 village cooperative members. Suhardiman allegedly intended to use the funds to facilitate the release of approximately 1,828 hectares of limited-production forest. KPK spokesperson Budi Prasetyo said investigators suspect that those involved converted the collected funds into Singapore dollars, according to ANTARA.
The rejection of Raja Juli’s administrative report does not establish criminal responsibility. It means KPK investigators will examine the envelope’s origin, purpose, and intended recipient as part of their ongoing enforcement investigation. Prosecutors must prove all allegations in court.
