West Kalimantan BPSDM Head Windy Prihastari encouraged state civil servants (ASN) to build a self-motivated culture of workplace discipline. She stressed that consistent habits can improve performance and public services. Her message corresponds to the ASN Law of Indonesia. It matches discipline rules of civil servants, which link accountability, professional conduct, and attendance to effective service delivery of the government across the country.

West Kalimantan Human Resources Development Agency (BPSDM) head, Windy Prihastari, said that discipline in carrying out public duties should reflect integrity. Also, it should show responsibility, and commitment.
“ASNs are asked to be disciplined based on their awareness, not to be supervised,” Windy said when speaking at the provincial office of the BPSDM in Pontianak, West Kalimantan, on Friday, July 17.
“Let us make discipline a workplace culture, not because we are watched, but because we are aware of the need to give our best to the organization, the nation, and the public,” Windy said.
She added that discipline is the key to success, enabling ASNs to complete assignments with dedication. It helps them make productive use of working hours and provide higher-quality services to citizens.
“By consistently practicing positive habits, ASNs can create a professional and effective workplace culture. This culture has a measurable impact on the public,” Windy said.
She said discipline was the foundation of superior employee performance and better delivery of public service.
“Discipline today leads to good performance every day,” Windy stated.
Her position is consistent with Indonesia’s national framework for managing the ASNs. Law No. 20 of 2023 on the State Civil Apparatus states that ASNs consist of civil servants. Furthermore, it includes government contract employees (PPPK).
They are to carry out government policy and provide professional public services free from political interference and corruption.
The law also requires ASNs to demonstrate service-oriented, accountable, competent, harmonious, loyal, adaptive, and collaborative behavior. These values are collectively known as BerAKHLAK.
For ASNs, discipline is the ability to obey official obligations and avoid prohibited conduct, as outlined in Government Regulation No. 94/2021. The regulation governs attendance, hours of work, and official duties. In addition, it regulates graduated disciplinary sanctions.

Her message puts daily discipline at the center of West Kalimantan’s drive to build a more accountable bureaucracy. As a result, employee behavior translates directly into reliable, efficient, and citizen-oriented public services.
