JAKARTA, thekabarnews.com—North Maluku Governor Sherly Tjoanda reported the highest net wealth among Indonesia’s 38 provincial leaders. This was according to a ranking compiled from their 2025 State Officials’ Wealth Reports (LHKPN).
The compilation placed Sherly first with reported net assets of approximately Rp967.49 billion. South Kalimantan Governor Muhidin followed with Rp909.07 billion, while Southeast Sulawesi Governor Andi Sumangerukka ranked third with Rp647.49 billion.
Central Kalimantan Governor Agustiar Sabran and East Kalimantan Governor Rudy Mas’ud completed the top five. They reported Rp164.18 billion and Rp164.15 billion, respectively.
At the other end of the ranking, South Papua Governor Apolo Safanpo reported approximately Rp2.21 billion, the lowest figure in the compilation.
The difference between the highest and lowest declarations reached about Rp965.28 billion. Sherly’s reported wealth was roughly 438 times Apolo’s figure.
West Kalimantan Governor Ria Norsan occupied 14th place with a reported net wealth of Rp33.24 billion.
The ranking placed him below North Kalimantan Governor Zainal Arifin Paliwang, who reported Rp37.32 billion. However, he was above East Java Governor Khofifah Indar Parawansa, whose declaration stood at Rp26.13 billion.
The figures represent each official’s reported net wealth rather than their salary, annual income or available cash.
An LHKPN generally includes land, buildings, vehicles, securities and other movable property. It also records cash and liabilities, with debt deducted from the total assets.
The Corruption Eradication Commission (KPK) requires designated state officials to submit LHKPN declarations. This is part of Indonesia’s corruption-prevention and public-transparency system.
Members of the public can search the declarations and report suspected discrepancies through the KPK’s e-LHKPN portal.
The KPK does not publish an official “richest governors” league table. Instead, media or data organizations create such rankings by comparing individual declarations. Researchers must use equivalent reporting periods and the latest available filing for each governor.
The KPK also warns users against treating the announced figures as the outcome of a comprehensive asset audit.
“The information published on the e-Announcement LHKPN website corresponds to what state officials reported in their LHKPN and is intended only for general information,” the commission states on its portal.
KPK conducts an administrative verification after an official submits a report. This process examines whether the declaration was completed correctly and whether the filer provided the required supporting documents.
Administrative verification does not necessarily mean investigators have independently traced and confirmed every asset or liability.
The KPK’s 2025 annual report recorded 415,062 officials subject to the reporting requirement nationwide.
It reported a submission rate of 98.51 percent and a compliance rate of 95.33 percent, while KPK completed 341 LHKPN examinations that year.
The ranking therefore offers a public-transparency snapshot, not evidence of wrongdoing or a definitive measure of each governor’s current financial position.
Changes in asset values, liabilities and reporting dates may alter the order when officials submit later declarations.
