BREBES, Thekabarnews.com—An attendance fraud scandal is shaking up the Brebes Regency administration. As many as 3,000 civil servants (ASN) are suspected of using an illegal application to cheat their attendance.
The public has drawn serious attention to the case after officials discovered that employees could mark their presence from anywhere. Notably, they could do this without coming to the workplace.
Users of the unauthorized app reportedly used it to bypass the official attendance system. As a result, they continued to receive their full employee performance allowances (TPP), even though they did not properly carry out their work duties.
Brebes Regent Paramitha Widya Kusuma said the practice is more than just a violation of discipline. It could also fall under corruption.
She emphasized that the abuse of attendance registers has a direct effect on public finances. This is because employees continue to enjoy all the financial benefits without doing their part.
“This matter is not just a discipline issue, and the practice could be classified as corruption because it could result in losses to state finances,” she remarked.
Investigators said the scheme was quite organized. Civil servants allegedly paid Rp250,000 per year to outside parties to gain access to the illegal attendance application.
The reasons for using the app were diverse, such as long distances to travel, personal reasons, and purposeful absence to carry out activities outside of formal work.
The Brebes Employment Agency (BKD) revealed the case after a strategic verification step. They deliberately turned off the official attendance server for 2 days.
The server was down, but the system continued to record attendance activity, which immediately raised suspicion.
This odd discovery helped investigators to unravel the manipulation scheme and to identify the employees involved.
Preliminary results of investigations reveal that education workers and health personnel commit most of the violations.
This is particularly worrying as both sectors are important for public services. As a result, they have a direct impact on the daily welfare of citizens.
Local officials fear that attendance fraud in these areas could undermine public trust in institutions. In addition, it could affect the quality of service to the community.
Now the Brebes Regency Administration is preparing to impose strict sanctions on the perpetrators. This includes the possibility of cutting allowances and administrative punishment.
Law enforcement officials have also joined the investigation to identify those who created and distributed the illegal app.
