JAKARTA, thekabarnews.com—Energy and Mineral Resources Minister Bahlil Lahadalia received the lowest score in a civil-society assessment of President Prabowo Subianto and Vice President Gibran Rakabuming Raka’s second year in office.
The Center of Economic and Law Studies (CELIOS) and the civil-society initiative Kabinet Bayangan released the assessment online on Sunday, Oct. 11. The organizations presented the results as public and expert perceptions of the government. They clarified it was not an official state performance audit.
Bahlil, who also serves as the coordinating downstream and energy transition minister, recorded a net score of minus 159 points. Human Rights Minister Natalius Pigai followed with minus 158, while Forestry Minister Raja Juli Antoni received minus 103.

“These negative scores show that the three officials were assessed poorly far more often, making them priorities for evaluation and reshuffle,” CELIOS said in its report.
The ranking reflects respondents’ assessments of individual officials. It does not establish misconduct or measure whether ministries met every target in their formal performance agreements.
CELIOS placed National Nutrition Agency (BGN) head Sudaryono fourth from the bottom with minus 47 points. Coordinating Food Minister Zulkifli Hasan received minus 43. Next, Agrarian Affairs and Spatial Planning Minister Nusron Wahid received minus 24.
Coordinating Human Development and Cultural Affairs Minister Pratikno and Social Affairs Minister Saifullah Yusuf each recorded a score of minus 17. Coordinating Social Empowerment Minister Muhaimin “Cak Imin” Iskandar and Culture Minister Fadli Zon completed the list with minus 16 each.

The rankings form part of the CELIOS report on the government’s second year, which examined leadership, public policy and economic conditions. The study gave the Cabinet an overall score of 4.7 out of 10 among general respondents. Among experts, the score was 2.9.
CELIOS said 53 percent of public respondents believed their household economy had deteriorated compared with the previous year. The organization also reported that 75 percent felt stressed by government policies.
The survey collected data from Sept. 15 to Oct. 9. It involved 1,142 members of the public and 129 experts from various professional backgrounds.
Researchers recruited public respondents through Meta advertisements using non-probability sampling. They applied weighting to align the sample more closely with Indonesia’s adult population. CELIOS selected expert respondents through snowball sampling.

Because the researchers did not draw a random probability sample, readers should not treat the results as representative of every Indonesian voter or assign them a conventional statistical margin of error. Instead, the study describes the views of the people it reached. Nevertheless, the results remain useful as an indicator of dissatisfaction within that group.
The report’s findings also differ from an official Cabinet evaluation, which remains the President’s authority. CELIOS said it would send the study to the government as policy feedback.
“Whether it is heard or not, and whether policies change or not, the ball is in the President’s and his ministers’ court,” CELIOS Executive Director Bhima Yudhistira said. “If they do not listen, the Prabowo-Gibran administration itself will suffer the consequences.”
As of Tuesday, Oct. 13, Bahlil, Pigai and Raja Juli had not publicly responded to the new ranking. The report adds pressure on the administration to explain how it evaluates ministers. In addition, it increases calls for responding to public criticism as the administration enters its third year.
