JAKARTA, Thekabarnews.com—The Hajj and Umrah Ministry of Indonesia has proposed a Hajj Management Cost (BPIH) of around Rp107 million per pilgrim for the 1448 Hijri pilgrimage season. At the same time, it tries to minimize the financial burden on prospective pilgrims by asking them to bear only around 40 percent of the total cost.
Under the proposal, each pilgrim would have to pay about Rp42.8 million. The Hajj Financial Management Agency (BPKH) will cover the remaining 60 percent through investment returns.
The suggestion is part of the government’s efforts to make the annual pilgrimage inexpensive. This comes amid rising operational costs in both Indonesia and Saudi Arabia.
Deputy Hajj and Umrah Minister Dahnil Anzar Simanjuntak said the financing mechanism aims to protect pilgrims from the full impact of mounting global economic challenges.
Dahnil stated that several factors have contributed to the higher operational costs of Hajj. These include increases in aircraft fuel prices, international travel expenses, housing costs, and service fees in Saudi Arabia. “The ministry has taken these into account,” he said.
The cost of facilities and services in the Masyair area, where pilgrims undertake essential Hajj rituals in Mina, Arafat, and Muzdalifah, has also increased compared to prior years, he said.
“The idea is intended to ensure that the increased operational costs do not become a disproportionate burden for Indonesian pilgrims. This is especially important under the persistent uncertainties in the global economy,” Dahnil said.
BPIH is the overall cost required to arrange the Hajj pilgrimage of Indonesia. It includes transportation, accommodation, food, health care, operational support, and other services necessary for pilgrims during their stay in Saudi Arabia.
The government refers to the amount paid directly by pilgrims as BPIH. This amount forms only a percentage of the total BPIH.
BPKH covers the gap between the overall cost of arranging the hajj and the pilgrims’ contribution with the investment returns it provides. This institution is the government body entrusted with handling Indonesia’s hajj funds.
Commission VIII’s Working Committee (Panja) of the House of Representatives (DPR RI) will discuss the proposed 2027 Hajj budget before making a final decision. Only after these discussions will parliamentarians and the administration approve the budget, as quoted by ANTARA.
Commission VIII, which handles religious matters, is a key player in establishing Indonesia’s yearly Hajj financing policy.
The parliamentary study will consider whether the proposed funding model strikes the right balance between affordability for pilgrims and the long-term sustainability of Indonesia’s Hajj financial system.
As the largest Hajj sending country in the world, the financing of the annual pilgrim trip to Saudi Arabia is an important public policy problem in Indonesia.
The government officials regularly assess the exchange rate, the cost of flights, the pricing of housing, and the service contracts. This occurs before fixing the official Hajj charge for each season of pilgrimage.
The proposed funding method also supports Indonesia’s long-standing policy of using the investment returns from the Hajj funds to decrease the direct financial burden on pilgrims. It does so while preserving the level of services offered during the Hajj.
The administration and Parliament would determine the ultimate cost of the 2027 Hajj after deliberations. This process will give prospective pilgrims clarity before the 1448H/2027 Hajj season.
