Pontianak, Thekabarnews.com—The West Kalimantan Human Resources Development Agency (BPSDM) officially launched the Basic Training Program (LATSAR) for the candidate civil servants (CPNS). This was an initial step to shape an ethical and professional state civil servant apparatus.
The program, held on Sunday, April 12, aims to instill a strong character and professionalism in future civil servants. This is part of the government’s broader efforts to improve the quality of public service.
BPSDM West Kalimantan head Windy Prihastari said that being a civil servant was not only about getting a job status. She stressed the importance of continuous learning and improvement as a significant responsibility.
“To be an ASN is to commit yourself to continuous learning and development,” she said at the opening ceremony.
Windy stressed that developing personal potential is not an option but a compulsory obligation for all civil servants. She cited the provisions of law number 20/2023 concerning the state civil apparatus. The law clearly requires every civil servant to continuously improve their competence.
The regulation sets a requirement for civil servants to complete at least 20 hours of learning each year. This measure ensures that public officials can adapt, innovate, and respond effectively to ongoing governance challenges.
Windy also warned CPNS participants not to confine themselves to routine administrative work.
“Instead, I urge you to be proactive in searching for opportunities to acquire new skills, embrace innovation, and make meaningful contributions to your respective institutions,” she added.
Improving competence is important not only for individual career growth but also for improving institutional performance and public trust, she stressed.
“The LATSAR program is designed to instill the core values, discipline, and technical knowledge required in public service. It also lays the foundation for building integrity and accountability among the future civil servants,” Windy remarked.
The program aims to develop a new generation of ASNs who are not only technically capable but also, in addition, expected to have a commitment to ethical standards and excellence in public service, officials said.
The West Kalimantan administration aims to have a more responsive and high-performing bureaucracy that can serve the community well. Strengthening the culture of continuous learning and professional development can achieve this.
The initiative is an example of the government’s efforts in reforming the civil service system in Indonesia. The program aims to prepare public officials to face the challenges of modern governance.
