JAKARTA, thekabarnews.com—The Indonesian government and the House of Representatives (DPR) have agreed on an average Hajj operational cost of Rp98.47 million (US$5,900) per regular pilgrim for the 1448 Hijri/2027 pilgrimage season.
The House Commission VIII working committee and the Hajj and Umrah Ministry reached the agreement on Oct. 7, 2026.
The amount remains subject to a presidential decree, meaning pilgrims should wait for the government’s final announcement and payment schedule.
The agreed Hajj operational cost (BPIH) averages Rp98,466,351.35 per pilgrim. Of that amount, pilgrims bear an average of Rp54,648,825 through the Hajj Travel Cost (Bipih). Returns generated from Hajj funds managed by the Hajj Financial Management Agency (BPKH) cover the remaining Rp43,817,526.35.

The Bipih represents 55.5 percent of the total operational cost, while BPKH’s benefit value contributes 44.5 percent. The government plans to allocate approximately Rp8.83 trillion in managed-fund returns to support the 2027 pilgrimage, according to DPR.
However, pilgrims will not have to pay another Rp54.65 million when completing their payment. That figure includes money and benefits already credited to them.
The average calculation is
- Bipih: Rp54,648,825
- Initial deposit: minus Rp25 million
- Virtual-account benefit value: minus Rp3.4 million
- Government subsidy: minus Rp3.2 million
- Average remaining payment: Rp23,048,825
The official calculation therefore produces an average settlement of approximately Rp23.05 million, not Rp23.25 million. The Rp23.25 million figure circulating in some social media graphics uses an Rp3 million government subsidy, while the latest DPR and BPKH publications specify Rp3.2 million.

The final amount may differ between pilgrims because flight costs vary by embarkation point and each pilgrim’s virtual-account balance may not be identical. BPKH also advises prospective pilgrims to wait for the list of people eligible to complete payment.
“The policy is expected to ease the burden on people who will perform the Hajj without neglecting the sustainability of Hajj funds,” House Deputy Speaker Sari Yuliati said in a DPR statement.
The 2027 BPIH is about Rp11.06 million higher than the 2026 operational cost of Rp87.41 million. Despite that increase, the average final payment required from pilgrims falls by approximately Rp3.38 million from the previous season.
The 2027 cost includes an average of Rp38.51 million for flights, Rp54.32 million for services in Saudi Arabia and Rp5.64 million for domestic operations. The Bipih also covers a living allowance of 750 Saudi riyals, which authorities return to pilgrims in Saudi currency.
Prospective pilgrims should verify their individual bills through the Hajj and Umrah Ministry or an authorized Hajj deposit bank once the government issues the presidential decree and payment schedule. The BPKH information portal also warns that the agreed figures may change before final approval.
