JAKARTA, thekabarnews.com—The Attorney General’s Office (AGO) has confirmed five suspects in an alleged corruption case. The case involves a Rp1.2 trillion procurement of electric motorcycles to support the Free Meals (MBG) program.
The suspects comprise an active Army officer who served as the procurement commitment officer. There are also four executives linked to the companies involved in the project. Prosecutors allege that they manipulated the tender process to favor PT Yasa Artha Trimanunggal (PT YAT).
AGO spokesperson Anang Supriatna identified the military suspect as Col. Cpl. Budi Utomo. He served as a commitment-making official (PPK) at the National Nutrition Agency (BGN).
The four private-sector suspects are Andri Mulyono, a commissioner at PT ASE and PT YAT, and Yenna Yuniana, a director at PT YAT. The two PT ASE directors are Abdullah Alwi and Gunanjar Barokah.
“The PPK is identified by the initials BU, while there are approximately four suspects from the private sector,” Anang said at the AGO in Jakarta on Friday, Oct. 2.
Investigators suspect that the five coordinated the selection of the winning bidder. They also shaped the technical specifications and owner’s estimate (HPS) to benefit PT YAT.
“In his role as the commitment-making official, BU allegedly worked with private parties from PT YAT and PT ASE to engineer the process in their favor,” Anang said.
The procurement covered the 2025–2026 period and initially targeted 25,644 electric motorcycles. Authorities later revised the figure to 21,801 units. However, witnesses told investigators that suppliers had delivered only 2,117 units by March 20, 2026.
Prosecutors are examining allegations that project documents declared all 21,801 units complete. Furthermore, they used that declaration to process payment despite the reported delivery shortfall. No one has proven the allegations in court.
The Development Finance Comptroller, or BPKP, is calculating the potential loss to the state. “The BPKP is still calculating the value of the state losses,” Anang said.
Investigators have seized five mobile phones, 889 documents and Rp24.97 billion in cash during the inquiry. They also confiscated several vehicles and aviation assets while tracing property allegedly connected to the case.
Budi is being held at the Jakarta Military Command detention facility. Authorities detained Andri at the AGO’s Salemba detention center and Yenna at Pondok Bambu. The South Jakarta Prosecutor’s Office is holding Abdullah and Gunanjar at its detention center.
Because the case involves an active military officer and civilian defendants, authorities are conducting a joint military-civilian investigation under Indonesia’s connectivity mechanism. Meanwhile, prosecutors will continue gathering evidence while BPKP completes its calculation.
All five suspects retain the presumption of innocence until a court issues a final and binding verdict.
