The Regional Revenues and Expenditures Budget (APBD) did not fulfill its goal. This had a direct impact on the local government’s cash flow and the completion of infrastructure projects.
People are questioning the governor’s leadership
People criticized the leadership style of West Java Governor Dedi Mulyadi. They believe his populist approach lacked strategic initiatives to increase the region’s income.
Professor Muradi, a senior lecturer at Padjadjaran University’s Faculty of Social and Political Sciences, says the governor’s leadership style is linked to the drop in West Java’s regional original income (PAD).
He said that Dedi Mulyadi spent too much time on direct fieldwork to resolve small problems. However, he did not spend enough time on managing big policies that may help the province’s finances.
“The prominent populist style does bring people together, but at the provincial level, policy inventiveness is necessary to raise a lot of money,” Muradi said.
This experience is different from Dedi Mulyadi’s time as Purwakarta Regent. During that time, he was able to turn local potential, like Sate Maranggi, into a regional identity that affected tourism and the economy.
Muradi thinks Dedi Mulyadi has not yet made any equivalent breakthroughs at the provincial level. This could lead to a big rise in West Java’s regional revenue.
The governor frequently seems more like a “firefighter” who is there to put out fires than someone who makes plans for the future.
It is thought that this approach puts more emphasis on individuals than on making the system and the region stronger.
The contractor faces direct consequences
The provincial government is having trouble paying for finished infrastructure projects because of low regional revenue.
Contractors also had to deal with the financial strain of late payments. Meanwhile, critical projects were at risk of slowing down.
This budget shortfall is a very significant warning for the West Java Provincial Government. They need to quickly review all of its fiscal policies, ways to increase revenue, and spending priorities for the region.
There are worries that pressure on the regional original income would keep building up. This could have a bigger effect on growth and company confidence in West Java if there are no clear ways to resolve the problem.
